Former Rio mayor probed for bribery in Olympics contracts

Brazil's Supreme Court has opened an investigation into former Rio de Janeiro Mayor Eduardo Paes, who is accused of taking millions of dollars in bribes for contracts related to last year's Olympic Games, court documents showed on Wednesday.

The accusations came from plea bargain testimony by former executives at engineering group Odebrecht SA [ODBES.UL] that the court plans to release on Wednesday after Justice Edson Fachin opened cases against nearly 100 politicians on Tuesday.

One executive testified and provided corroborating documents to show Paes solicited payments of more than 15 million reais ($4.8 million) in 2012 in return for Olympic contracts, according to the court.

A media representative for Paes called the accusations "absurd" and said he had never accepted any kind of compensation for public works while in office.

In December, Paes called off plans to teach at Columbia University after a state court froze his assets in a case investigating whether he improperly waived an environmental fee for construction of an Olympic golf course, an allegation he denied.

Last month, police arrested two officials in the Rio state government accused of taking bribes in return for a contract to build a new subway for the 2016 Olympics.

Brazil's Olympic legacy far from fulfilled at idle Game venues

Less than six month after Rio de Janeiro hosted the first-ever Olympics in South America, game venues sit idle and already in disrepair, raising questions about a legacy that organizers promised would benefit the Brazilian city and its residents.

"We thought this would be for us," said Alex da Silva Ferreira, a mechanic who walked with his 7-year-old son past the locked gate of what was supposed to be a park in Deodoro, a neighborhood that hosted canoeing and mountain bike competitions. "It's been closed this entire time."

A lack of activity and upkeep is plaguing facilities including the site of swimming competitions, where craters from disassembled pools collect stagnant water, and Rio's famed Maracanã stadium, site of the opening and closing ceremonies.

The field there, one of the most iconic soccer pitches in the world, is giving way to dirt and scrub. Electricity was cut recently because of a financial spat between local officials and the contractor hired to manage the stadium.

Before the games, organizers touted the venues as facilities that could easily be repurposed in sports-crazed Rio. But little more than one beach volleyball tournament has been played at any of the venues - and even that drew criticism because it involved throwing sand on the Olympic tennis court.

"I guess sand is better than nothing but it's pathetic not to be playing tennis there," said Fernando Meligeni, who finished fourth in the tennis at the 1996 Games.

Federal, state and local governments, along with private partners, paid more than 40 billion reais ($12.8 billion) to host the Olympics, about 7 billion of which was for game venues and related facilities. Now they are negotiating with each other and new partners to find ways to fulfill the expected Olympic legacy.

They acknowledge the delays and blame a series of factors for the failure to repurpose the venues - from Brazil's continuing recession to disagreements with contractors and a change in mayors after elections in October.

"It's a complicated moment," said Patricia Amorim, the subsecretary for sport of Rio's city government, during a recent visit to the massive grounds where events like tennis, swimming and basketball were held.

"There's no doubt discomfort that this pretty park, so full not long ago, is not being used in the way that we, residents and athletes, would like."

Sophisticated hackers 'aim to put net out of action'

In a blogpost, security guru Bruce Schneier said "precisely calibrated" attacks on key net firms had been seen for over a year.

The attacks sought weaknesses in the defences of organisations that oversaw critical parts of the net, he said.

He said his "first guess" was that either China or Russia was behind the series of attacks.

Responding to his comments, one security firm said the range of attacks he described was "the new normal" for many organisations.

The hackers used well-known distributed denial of service (DDoS) attacks to probe defences, wrote Mr Schneier.

'Worrying pattern'

These attacks typically seek to knock a site offline by overwhelming it with data. They are often used by extortionists who threaten to cripple a site via DDoS unless its owners pay a fee.

Mr Schneier said the DDoS attacks observed against core net firms had a different character. To begin with they were "significantly larger" and lasted longer than most such attacks.

They were also more sophisticated because the amount of data being directed at victims was slowly turned up.

Often, he said, the peak data rate of one series of attacks would be the starting point for the next wave.

The attackers also sought to find out what digital defences firms could muster by employing several different types of DDoS attack.

"It's as if the attacker were looking for the exact point of failure," he said.

Other attacks on the net's addressing system had also been seen that, together with the DDoS probes, revealed a worrying pattern, he said.

"Someone is extensively testing the core defensive capabilities of the companies that provide critical internet services," he wrote.

Mr Schneier did not reveal which firms had been hit in the attacks as the victims had shared information with him under a guarantee of anonymity.

Information gathered on DDoS attacks by net giant Verisign lent weight to Mr Schneier's conclusions. In the latest edition of a regularly issued report, it said it had seen DDoS attacks become "more frequent, persistent and complex".

Arbor Networks, which helps defend firms against DDoS attacks, said they had been growing in "frequency, volume, and sophistication" for many years.

Roland Dobbins, principal engineer at Arbor, said it was "manifestly untrue" that only state-sponsored hackers could mount the most sophisticated and sizeable attacks.

The constant hum of DDoS attacks that swept the net on a daily basis were kicked off by many different actors, he said.

"Some are nation-state actors, some are affiliated with nation-states at arm's length, many are non-state ideological actors, and many are commercially driven criminal actors," said Mr Dobbins.

"Irrespective of the identities and motivations of DDoS threat actors, successful defence is demonstrably possible against even the largest and most sophisticated DDoS attacks."

Olympic flag arrives in Tokyo, host city of 2020 Olympics

Resultado de imagem para olympic flag
The Olympic flag, carried by Tokyo governor Yuriko Koike, arrived Wednesday in the Japanese capital, the host city of the 2020 Olympic Games.

Koike was accompanied by a delegation of Japanese athletes - who recently won 41 medals in the Rio 2016 Summer Olympics - as she arrived at Tokyo's Haneda airport carrying the famous flag with five interlocking rings.

The governor, who took office after winning a landslide victory in the July 31 Tokyo gubernatorial election, received the flag from the International Olympic Committee (IOC) President Thomas Bach during the closing ceremony at the Maracana Stadium on August 21.

Tokyo Metropolitan Government told Japanese media the flag will be kept at its headquarters until the arrival of the Paralympic flag in September.

Authorities plan to display both flags in different areas of the East Asian archipelago to promote the 2020 Summer Olympics.

It will be the second time the Summer Olympics are held in the Japanese capital, which previously hosted the 1964 Summer Olympics.

Ryan Lochte: Speedo and Ralph Lauren end sponsorship

2016 Rio Olympics - Swimming - Semifinal - Men"s 200m Individual Medley Semifinals - Olympic Aquatics Stadium - Rio de Janeiro, Brazil - 10/08/2016. Ryan Lochte (USA)
The companies made their announcements after Lochte lied about being robbed at gunpoint by a policeman after a night out during the Rio Olympics.

Speedo said: "We cannot condone behaviour that is counter to the values this brand has long stood for."
Lochte said he respected Speedo's decision and thanked the company.

"I am grateful for the opportunities that our partnership has afforded me over the years,'' he said.
A third sponsor, a hair removal company called Syneron Candela, has also cancelled its sponsorship of the swimmer.

Ralph Lauren, which has removed some of Lochte's images from its website, said its sponsorship had been only for the Rio Olympics and would not be renewed.

Speedo said it would donate a $50,000 portion of Lochte's sponsorship fee to the charity Save The Children's Brazilian operation.

The value of Lochte's Speedo sponsorship has not been disclosed. The contract reportedly expires this year after 10 years.

The US business magazine Forbes calculated that in the year of the 2012 London Olympics, Lochte earned about $2m in sponsorships from companies such as Gillette, Nissan, AT&T and Gatorade.

Lochte's performance at Rio did not reach the heights of his London triumph, but Forbes estimated his endorsements would still have been between $1m-$2m.

Disdain

The saga started when Lochte and three team-mates returned to the Olympic village after a late night out in Rio.

They tried, unsuccessfully, to use the locked toilet at a garage and urinated outside instead.

After first claiming that he and his three team-mates had been robbed by bogus policemen, Lochte back-tracked and admitted he had, while still drunk, "left details out" and "over-exaggerated some parts of the story".

Despite the evidence against him, including CCTV footage, he has however denied that he actually lied in his initial account to Brazilian police.

Lochte's behaviour has been met with disdain in the US and he has been widely pilloried in the US media.

On 19 August the New York Post carried a front-page headline describing him as the "Ugly American", along with the slogan "Liar, Liar, Speedo on fire".

Lochte is one of the most successful swimmers in history, with 12 Olympic medals, and he once had his own reality television show in the US.

In Rio, he swam in two events, winning a gold medal in the 4x200m freestyle relay along with team-mate Jack Conger.

"We appreciate his many achievements and hope he moves forward and learns from this experience," Speedo said of Lochte.

The swimmer's other sponsors include mattress maker Airweave.

Swedish women stun Brazil to claim spot in soccer final

The Swedish women's soccer team beat host nation Brazil 4-3 on penalties here Tuesday to reach the Olympic gold-medal match for the first time ever.

Most of the 66,000 people who flocked to Rio's legendary Maracana stadium for the clash were expecting to see the Brazilian women take another step toward the Olympic triumph that has eluded this football-mad country.

But despite losing 5-1 to Brazil in group play, the Swedes entered Tuesday's clash with a tried-and-tested plan.

Having already toppled the three-time defending champion U.S., also on penalties, the Swedish women followed the same defensive strategy that led American goalkeeper Hope Solo to label them "cowards."

In the first half, Brazil dominated possession 71-29 percent and mustered 15 shots on goal to Sweden's, a pattern that carried over into the second 45 minutes.

With the scoreboard stuck at 0-0 after regulation and 30 minutes of overtime, Brazil and Sweden went to penalty kicks.

Swedish keeper Hedvig Lindahl, who saw a lot more action during the match, stopped Cristiane and Andressinha, while Brazil's Barbara thwarted Kosovare Asllani.

As in Friday's contest with the U.S., Sweden captain Lisa Dahlkvist scored the decisive marker against Brazil, sparking delirium among the handful of Swedish supporters in the stands at Maracana.

Steph Curry: NBA & Golden State star will not compete at Rio 2016

American Curry, 28, has broken individual records in helping Golden State reach the NBA Finals.

The point guard says injuries picked up in the season contributed to his decision on Monday.

"My primary basketball-related objective this summer needs to focus on my body and getting ready for the 2016-17 NBA season," he said.

Curry's 18 points helped Golden State take a 2-0 lead over Cleveland on Sunday in the best-of-seven NBA Finals.

The Ohio-born player added: "My previous experiences with USA Basketball have been incredibly rewarding, educational and enjoyable, which made this an extremely difficult decision for me and my family.

"However, due to several factors - including recent ankle and knee injuries - I believe this is the best decision for me at this stage of my career."

Curry helped his franchise make NBA history with a record 73 wins in the regular season.

He also also became the first player to net more than 400 three-pointers in a regular season, finishing with 402.

Team USA coach Mike Krzyzewski is expected to name his 12-man squad for Rio in late June. The men's team have won five of the last six Olympic titles.
